    Obtain the AQCS Sanitary Import Permit (document code 911DF1) before consignment dispatch. At the bill of entry, quote the e-Sanchit IRN of the Sanitary Import Permit — issued and uploaded by AQCS — to secure the NOC for CTIs listed in Annexure A (Sl. No. 3) of CBIC Circular 24/2022-Cus.

    Route the consignment only through one of the 79 designated food-import ports notified under General Note 4(D) of Schedule I of the ITC (HS) 2022, operative from 1 March 2023. Ensure the Specimen Copy of Label is uploaded and complies with the rectifiable-labelling regime; labelling defects that are non-rectifiable do not substitute for a missing PGA clearance.

The most frequent error on this tariff line is treating the FSSAI Import Licence as the sole PGA hurdle and arriving at port without an AQCS Sanitary Import Permit IRN quoted on the bill of entry. The AQCS NOC is an independent clearance — a consignment carrying a current FSSAI licence but no AQCS Sanitary Import Permit (document code 911DF1) will be detained, incurring demurrage and ground rent until the IRN is uploaded; the rectifiable-labelling regime covers label defects only and cannot cure a missing animal-quarantine clearance.
