Compliance steps
  1. 1
Confirm the foreign manufacturing facility is registered with the Food Safety and Standards Authority of India under the mandatory high-risk-food regime covering fish and their products. The FSSAI Import Licence must be current and uploaded in e-Sanchit before the bill of entry is filed; imports from unregistered facilities will be detained at the port of entry.
CBIC Instruction 30/2022-Cus dated 14-11-2022 · FSSAI order dated 10-10-2022
  2. 2
Obtain the AQCS Sanitary Import Permit (document code 911DF1) before consignment dispatch. At the bill of entry, quote the e-Sanchit IRN of the Sanitary Import Permit — issued and uploaded by AQCS — to secure the NOC for CTIs listed in Annexure A (Sl. No. 3) of CBIC Circular 24/2022-Cus.
    CBIC Circular 24/2022-Cus dated 28-11-2022 · CBIC Instruction 09/2023-Cus dated 07-03-2023 · FSSAI order dated 18-11-2022 under F.No. Import/TFM/Apex/2022-FSSAI
  3. 3
Route the consignment only through one of the 79 designated food-import ports notified under General Note 4(D) of Schedule I of the ITC (HS) 2022, operative from 1 March 2023. Ensure the Specimen Copy of Label is uploaded and complies with the rectifiable-labelling regime; labelling defects that are non-rectifiable do not substitute for a missing PGA clearance.
    CBIC Instruction 05/2023-Cus dated 08-02-2023 · CBIC Instruction 10/2022-Cus dated 28-06-2022 · FSSAI Letter 1828/Misc Matters/FSSAI/Imports-2021 dated 17-06-2022
A word of counsel

The most frequent error on this tariff line is treating the FSSAI Import Licence as the sole PGA hurdle and arriving at port without an AQCS Sanitary Import Permit IRN quoted on the bill of entry. The AQCS NOC is an independent clearance — a consignment carrying a current FSSAI licence but no AQCS Sanitary Import Permit (document code 911DF1) will be detained, incurring demurrage and ground rent until the IRN is uploaded; the rectifiable-labelling regime covers label defects only and cannot cure a missing animal-quarantine clearance.

Frequently asked
Does HSN 0306 17 11 require BIS certification?
No, accelerated freeze dried shrimps and prawns are not within the BIS Quality Control Order regime. Import is governed by the Food Safety and Standards Authority of India under the Food Safety and Standards Act, 2006, with a concurrent Animal Quarantine and Certification Services Sanitary Import Permit and the 79-designated-port restriction operative from 1 March 2023.
Is the AQCS Sanitary Import Permit IRN mandatory at the bill of entry stage, or can it be submitted after vessel arrival?
The IRN generated in e-Sanchit for the Sanitary Import Permit (document code 911DF1) must be quoted on the bill of entry to obtain the AQCS NOC; submission after vessel arrival does not prevent detention and demurrage under the designated-port regime per CBIC Instruction 09/2023-Cus dated 07-03-2023.
Does the mandatory foreign-manufacturer registration with FSSAI apply to all exporting countries for this product?
Yes. Per CBIC Instruction 30/2022-Cus and the FSSAI order dated 10 October 2022, the manufacturing facility in any exporting country must be registered with FSSAI before fish and fish products — including AFD shrimps and prawns — may be imported into India.
