Compliance steps
  1. 1
Confirm the foreign manufacturing facility is registered with the Food Safety and Standards Authority of India under the high-risk-food regime before shipment. The FSSAI Import Licence (document code 911001) must be uploaded in e-Sanchit; bills not routed through the PGA for NOC will be verified by the proper officer before out-of-charge is granted.
CBIC Instruction 30/2022-Cus dated 14-11-2022 · FSSAI order dated 10-10-2022
  2. 2
Obtain the AQCS Sanitary Import Permit (document code 911DF1) and Health Certificate (document code 6360AQ) prior to dispatch. Quote the e-Sanchit IRN of the Sanitary Import Permit on the bill of entry to secure the AQCS NOC for the CTIs listed in Annexure A (Sl. No. 3) of CBIC Circular 24/2022-Cus.
    CBIC Circular 24/2022-Cus dated 28-11-2022 · CBIC Instruction 09/2023-Cus dated 07-03-2023
  3. 3
Route the consignment through one of the 79 designated food-import ports operative from 01-03-2023, and upload the Specimen Copy of Label (document code 0110FS) in e-Sanchit. Confirm compliance with the rectifiable-labelling regime before out-of-charge; labelling deficiencies not meeting the rectifiable standard result in consignment detention.

A word of counsel

The most frequent error on this tariff line is arriving at a non-designated port on the assumption that smoked or dried trout, being a processed product, falls outside the high-risk food port restriction — it does not. Fish and fish products in any preservation state are classified as high-risk food under the FSSAI-CBIC framework, and consignments arriving at any port outside the 79-port Annexure face detention, accruing demurrage and ground rent until re-routing or re-export is arranged.

Frequently asked
Does HSN 0305 43 00 require BIS certification?
No, smoked, dried or salted trout is not within the BIS Quality Control Order regime. Import is governed by the Food Safety and Standards Authority of India under the Food Safety and Standards Act, 2006, with a concurrent Animal Quarantine and Certification Services Sanitary Import Permit and the 79-designated-port restriction operative from 1 March 2023.
Is the AQCS Sanitary Import Permit required in addition to the FSSAI Import Licence?
Yes. Both clearances are independent and mandatory: the FSSAI Import Licence (document code 911001) covers food-safety compliance, while the AQCS Sanitary Import Permit (document code 911DF1) addresses the animal-origin overlay, and the e-Sanchit IRN of the Sanitary Import Permit must be quoted on the bill of entry per CBIC Instruction 09/2023-Cus.
Does the foreign-manufacturer registration requirement apply to facilities exporting smoked or dried trout?
Yes. Per CBIC Instruction 30/2022-Cus and the FSSAI order dated 10 October 2022, any facility manufacturing fish products — including smoked, dried or salted preparations — for export to India must be registered with FSSAI before the import is permitted.
