HSN 0304 95 00 (fish fillets and meat of families Bregmacerotidae, Euclichthyidae, Gadidae, Macrouridae, Melanonidae, Merlucciidae, Moridae and Muraenolepididae) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and mandatory foreign-manufacturer registration under the Food Safety and Standards Act, 2006. Animal Quarantine and Certification Services (AQCS) Sanitary Import Permit clearance applies concurrently, and consignments are admitted only through 79 designated food-import ports with effect from 1 March 2023.

- 3Route the consignment exclusively through one of the 79 designated food-import ports per General Note 4(D) of Schedule I of the ITC (HS) 2022. The most frequent error on this tariff line is treating the FSSAI Import Licence as the sole clearance and overlooking the AQCS Sanitary Import Permit — an independent animal-origin overlay that must be uploaded separately in e-Sanchit with its own IRN. A consignment presenting a current FSSAI licence but no AQCS NOC will be detained at the designated port; detention accrues demurrage and ground rent that the rectifiable-labelling regime cannot cure, as a missing PGA clearance is a substantive — not a labelling — deficiency.
