    Route the consignment exclusively through one of the 79 designated food-import ports per General Note 4(D) of Schedule I of the ITC (HS) 2022. Labelling defects must be addressed under the FSSAI rectifiable-labelling regime; a missing PGA clearance document does not qualify as a rectifiable defect and will result in consignment detention.

The most common error on this tariff line is conflating the FSSAI Import Licence with complete clearance and treating the AQCS Sanitary Import Permit as optional. The two clearances are independent: a consignment presenting a current FSSAI licence but lacking the AQCS Sanitary Import Permit IRN quoted on the bill of entry will be detained at the designated port, accruing demurrage, until the 911DF1 upload is verified. Rectifiable-labelling concessions under the FSSAI clarification order dated 18-11-2022 apply strictly to label information defects and do not excuse an absent PGA document.
