Fresh, chilled or frozen ray and skate fillets (Rajidae)
HSN 0304 57 00 (Rays and skates, Rajidae) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and mandatory foreign-manufacturer registration under the Food Safety and Standards Act, 2006, as a high-risk fish product. Animal Quarantine and Certification Services (AQCS) Sanitary Import Permit clearance and Wildlife Crime Control Bureau (WCCB) CITES certification apply as concurrent overlays, and consignments are permitted only through 79 designated food-import ports effective 1 March 2023.

- 2Obtain the AQCS Sanitary Import Permit (document code 911DF1) and Health Certificate (document code 6360AQ) before consignment dispatch. Quote the e-Sanchit IRN of the Sanitary Import Permit on the bill of entry to obtain the AQCS NOC for CTIs listed in Annexure A (Sl. - 3Upload a valid CITES Certificate (document code 626000) and Specimen Copy of Label (document code 0110FS) in e-Sanchit. The CITES Certificate requirement sets this tariff line apart from most fish-fillet HSNs: Rajidae species are subject to wildlife-trade controls administered by the Wildlife Crime Control Bureau, and a consignment presenting a current FSSAI licence and AQCS Sanitary Import Permit but lacking a valid CITES Certificate will be detained at the designated port — FSSAI and AQCS clearance does not substitute for WCCB compliance.
