HSN 0304 47 00 (Dogfish and other sharks) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and mandatory foreign-manufacturer registration under the Food Safety and Standards Act, 2006, as a high-risk fish product. Animal Quarantine and Certification Services (AQCS) Sanitary Import Permit clearance and Wildlife Crime Control Bureau (WCCB) CITES certification apply as concurrent overlays, and consignments are permitted only through 79 designated food-import ports with effect from 1 March 2023.

The most common error on this tariff line is treating FSSAI clearance as sufficient and overlooking the WCCB CITES requirement, which is an independent wildlife-trade overlay applicable to shark species listed under CITES Appendices II. A consignment cleared by FSSAI and AQCS but lacking an uploaded CITES Certificate (document code 626000) will be detained at the designated port; CITES non-compliance additionally attracts seizure and prosecution under the Wildlife Protection Act, 1972, irrespective of the food-safety status of the consignment.
