HSN 0303 91 10 (Egg or egg yolk of fish) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and mandatory foreign-manufacturer registration under the Food Safety and Standards Act, 2006, as a high-risk fish product. Animal Quarantine and Certification Services (AQCS) Sanitary Import Permit clearance and a Wildlife Crime Control Bureau (WCCB) CITES Certificate apply as concurrent regulatory overlays, and consignments are permitted only through 79 designated food-import ports with effect from 1 March 2023.

The most common error on this tariff line is treating fish-egg and roe consignments as ordinary frozen fish and overlooking the CITES Certificate requirement: certain species whose roe is traded commercially — including sturgeon and paddlefish — are CITES-listed, and a missing or invalid CITES Certificate (document code 626000) results in consignment seizure by WCCB regardless of whether FSSAI and AQCS clearances are in order. Confirm the CITES listing status of the source species before placing the purchase order, since a post-dispatch correction is not available for CITES documentation deficiencies.
