The most common error on this tariff line is securing the FSSAI Import Licence while failing to obtain the independent AQCS Sanitary Import Permit before the vessel sails. These are parallel clearances — not sequential — and a consignment arriving at a designated port without the AQCS Sanitary Import Permit IRN quoted on the bill of entry faces detention, demurrage, and ground rent until the shortfall is rectified; a missing PGA clearance cannot be remedied under the rectifiable-labelling regime.
