Quote the e-Sanchit IRN of the Sanitary Import Permit on the bill of entry to secure the AQCS NOC for fish-product CTIs listed in Annexure A (Sl. No. 3) of CBIC Circular 24/2022-Cus.

    Route the consignment only through one of the 79 designated food-import ports notified under General Note 4(D) of Schedule I of the ITC (HS) 2022. Confirm that labelling complies with the FSSAI rectifiable-labelling regime; rectifiable defects must be remedied before out-of-charge is granted.

A word of counsel

The most common error on this tariff line is treating FSSAI clearance and AQCS clearance as sequential rather than concurrent obligations. A consignment arriving with a current FSSAI Import Licence but without the AQCS Sanitary Import Permit IRN quoted on the bill of entry is detained at the designated port — detention accrues demurrage and ground rent regardless of FSSAI status. Both PGA clearances must be in e-Sanchit before the bill of entry is filed, not obtained after arrival.
