HSN 0302 56 00 (Blue whittings) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and mandatory foreign-manufacturer registration under the Food Safety and Standards Act, 2006. Animal Quarantine and Certification Services (AQCS) Sanitary Import Permit clearance applies as a concurrent overlay, and consignments are permitted only through 79 designated food-import ports effective 1 March 2023.

The most common error on this tariff line is presenting a current FSSAI Import Licence at the port of entry without a corresponding AQCS Sanitary Import Permit IRN quoted on the bill of entry — the two clearances are independent and both are mandatory. A consignment detained for a missing AQCS NOC accrues demurrage and ground rent at the designated port for the full duration of remediation; the AQCS permit cannot be obtained retrospectively after the vessel has docked at an undesignated port.
