At the bill of entry, quote the e-Sanchit IRN of the Sanitary Import Permit to obtain the AQCS NOC for fish products listed in Annexure A (Sl. No. 3) of CBIC Circular 24/2022-Cus.

    Route the consignment exclusively through one of the 79 designated food-import ports per General Note 4(D) of Schedule I of the ITC (HS) 2022. Ensure label compliance under the FSSAI rectifiable-labelling framework; rectifiable defects may be corrected but a missing PGA clearance document will detain the consignment until the e-Sanchit upload is complete.

The most frequent error on this tariff line is treating the FSSAI Import Licence as the sole clearance required and filing the bill of entry without the AQCS Sanitary Import Permit IRN quoted on the entry. The two clearances are independent: a current FSSAI licence does not substitute for the AQCS NOC, and customs out-of-charge will not be granted until both document codes — 911001 and 911DF1 — are verified in e-Sanchit. Arrival at a non-designated port compounds the detention with a port-restriction violation that cannot be remedied by post-arrival documentation.
