    Obtain the AQCS Sanitary Import Permit (document code 911DF1) and a Health Certificate (document code 6360AQ) before consignment dispatch. Quote the e-Sanchit IRN of the Sanitary Import Permit on the bill of entry to obtain the AQCS NOC for CTIs listed in Annexure A (Sl. No. 3) of CBIC Circular 24/2022-Cus.

    Route the consignment exclusively through one of the 79 designated food-import ports notified under General Note 4(D) of Schedule I of the ITC (HS) 2022. Confirm label compliance under the FSSAI rectifiable-labelling regime before customs out-of-charge; labelling defects that are non-rectifiable will detain the consignment.

A word of counsel

The most common error on this tariff line is treating the FSSAI Import Licence as the sole clearance requirement and arriving at a non-designated port or without the AQCS Sanitary Import Permit IRN quoted on the bill of entry. A missing or un-uploaded Sanitary Import Permit (911DF1) prevents AQCS from issuing its NOC, triggering consignment detention and demurrage regardless of a current FSSAI licence. The rectifiable-labelling window applies only to label defects — it does not cure an absent PGA clearance or an unregistered foreign manufacturer.
