HSN 0210 99 00 (Other preserved, dried or smoked meat and edible meat offal) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and mandatory foreign-manufacturer registration under the Food Safety and Standards Act, 2006, as a high-risk meat product. Animal Quarantine and Certification Services (AQCS) Sanitary Import Permit and Wildlife Crime Control Bureau (WCCB) CITES clearance apply as concurrent overlays, and import is permitted only through 79 designated ports under Policy Condition 2 of Chapter 2 of Schedule I of the ITC (HS) Import Policy.
- Import Licence from FSSAI
- Sanitary Import Permit from AQCS
- CITES Certificate from WCCB
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Confirm the foreign manufacturing facility is registered with the Food Safety and Standards Authority of India under the mandatory high-risk-food regime covering meat and meat products. Upload the FSSAI Import Licence (document code 911001) and the Specimen Copy of Label (document code 0110FS) in e-Sanchit before filing the bill of entry.CBIC Instruction 30/2022-Cus dated 14-11-2022 · FSSAI order dated 10-10-2022
- 2Obtain the AQCS Sanitary Import Permit (document code 911DF1), Veterinary Health Certificate from the exporting country (document code 853AQ1), Health Certificate (document code 6360AQ), and Laboratory Report or Certificate of Analysis (document code 001AQ1). Quote the e-Sanchit IRN of the Sanitary Import Permit on the bill of entry to obtain the AQCS NOC for the listed CTIs.CBIC Circular 24/2022-Cus dated 28-11-2022 · CBIC Instruction 09/2023-Cus dated 07-03-2023 · FSSAI order dated 18-11-2022 under F.No.Import/TFM/Apex/2022-FSSAI
- 3Upload the CITES Certificate (document code 626000) in e-Sanchit where the meat or offal originates from a CITES-listed species. Route the consignment exclusively through one of the 79 designated food-import ports per General Note 4(D) of Schedule I of the ITC (HS) 2022; landing at any non-designated port renders the consignment liable to detention and re-export.CBIC Instruction 05/2023-Cus dated 08-02-2023 · General Note 4(D) of Schedule I of ITC (HS) 2022 · Policy Condition 2 of Chapter 2 of ITC (HS) Import Policy
The residual 'Other' category under 0210 99 00 captures an unusually wide range of preserved and dried meat and offal, including products derived from species that may trigger CITES obligations. Importers frequently upload the FSSAI licence and AQCS Sanitary Import Permit but omit the CITES Certificate (document code 626000) for wildlife-derived products, causing out-of-charge to be withheld at the designated port. Verify the species origin against CITES Appendices before shipment; a missing CITES upload is not a rectifiable labelling defect and cannot be cured at the port of entry.
