HSN 0210 19 00 (other salted, dried or smoked meat and edible meat offal) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and mandatory foreign-manufacturer registration under the Food Safety and Standards Act, 2006. Animal Quarantine and Certification Services (AQCS) Sanitary Import Permit clearance applies concurrently, and consignments are restricted to 79 designated food-import ports under ITC (HS) Policy Condition 2 of Chapter 2.

The most common error on this tariff line is treating the FSSAI Import Licence as the sole clearance document and arriving at port without the AQCS Sanitary Import Permit IRN. The Veterinary Health Certificate (853AQ1), the Certificate of Analysis (001AQ1), and the Sanitary Import Permit (911DF1) are independent AQCS requirements that customs verifies separately; a consignment carrying a valid FSSAI licence but missing any one of these AQCS document codes in e-Sanchit will be detained at the designated port, attracting demurrage and ground rent until all codes are uploaded and the NOC is issued.
