Fresh, chilled or frozen meat of primates
HSN 0208 30 00 (Of primates) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and mandatory foreign-manufacturer registration under the Food Safety and Standards Act, 2006, as a high-risk meat product. Wildlife Crime Control Bureau (WCCB) CITES Certificate clearance applies concurrently, given that primates are protected under CITES Appendices. Import is permitted only through the 79 designated food-import ports, subject to Policy Condition 2 of Chapter 2 of Schedule I of the ITC (HS) import policy.

- 2Obtain the CITES Certificate (document code 626000) and the Health Certificate (document code 6360AQ) and upload both in e-Sanchit. - 3Route the consignment only through one of the 79 designated food-import ports listed in the CBIC Instruction 05/2023-Cus Annexure, operative from 01-03-2023, and ensure compliance with General Note 4(D) of Schedule I of the ITC (HS) 2022. The dual-PGA structure on this tariff line is the primary trap: the FSSAI Import Licence and foreign-manufacturer registration address food-safety clearance, but the CITES Certificate is an independent WCCB requirement with no waiver pathway — a consignment cleared by FSSAI but lacking the CITES Certificate will be detained at the designated port and is liable to confiscation and prosecution under the Wildlife Protection Act. Ensure the CITES export permit from the country of origin is obtained well in advance, as processing timelines in exporting countries routinely cause departure delays.
