Frozen edible offal of other animals (non-bovine, non-porcine)
HSN 0206 90 90 (frozen edible offal, other) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and mandatory foreign-manufacturer registration under the Food Safety and Standards Act, 2006, as a high-risk meat product. Animal Quarantine and Certification Services (AQCS) Sanitary Import Permit and Veterinary Health Certificate clearances apply concurrently, and consignments are permitted only through the 79 designated food-import ports with effect from 1 March 2023.

- 2Obtain the AQCS Sanitary Import Permit (document code 911DF1) and upload the Veterinary Health Certificate issued by the exporting country (document code 853AQ1) and the Laboratory Report or Certificate of Analysis (document code 001AQ1) in e-Sanchit. The most common error on this tariff line is uploading only the FSSAI Import Licence and omitting one or more of the three AQCS document codes — 911DF1 (Sanitary Import Permit), 853AQ1 (Veterinary Health Certificate), and 001AQ1 (Laboratory Report/COA) — which are each independently required at out-of-charge. A consignment with a current FSSAI licence but any missing AQCS upload is detained at the designated port; demurrage and ground rent accrue while the Proper Officer withholds out-of-charge pending e-Sanchit verification.
