Compliance steps
  1. 1
Confirm that the foreign manufacturing facility is registered with the Food Safety and Standards Authority of India under the high-risk meat-products regime before placing the purchase order. Upload the FSSAI Import Licence (document code 911001) and the Specimen Copy of Label (document code 0110FS) in e-Sanchit prior to filing the bill of entry.
CBIC Instruction 30/2022-Cus dated 14-11-2022 · FSSAI order dated 10-10-2022
  2. 2
Obtain the AQCS Sanitary Import Permit (document code 911DF1) and upload the Health Certificate (document code 6360AQ), the Veterinary Health Certificate issued by the exporting country (document code 853AQ1), and the Laboratory Report or Certificate of Analysis (document code 001AQ1) in e-Sanchit. Quote the e-Sanchit IRN of the Sanitary Import Permit on the bill of entry to obtain the AQCS NOC.

  3. 3
Route the consignment exclusively through one of the 79 designated food-import ports notified under General Note 4(D) of Schedule I of the ITC (HS) 2022, operative from 1 March 2023. Confirm compliance with the FSSAI rectifiable-labelling regime under CBIC Instruction 10/2022-Cus before out-of-charge is granted.
    CBIC Instruction 05/2023-Cus dated 08-02-2023 · CBIC Instruction 10/2022-Cus dated 28-06-2022 · FSSAI Letter 1828/Misc Matters/FSSAI/Imports-2021 dated 17-06-2022
A word of counsel

The most common error on this tariff line is treating the FSSAI Import Licence as the sole clearance requirement and overlooking the four distinct AQCS document codes — 911DF1, 6360AQ, 853AQ1 and 001AQ1 — each of which must be individually uploaded in e-Sanchit and linked to the bill of entry. A consignment presenting the FSSAI licence but missing even one AQCS document code will be detained at the designated port; rectifiable-labelling provisions do not extend to absent PGA clearances, and demurrage and ground rent begin accruing immediately.

Import is governed by the Food Safety and Standards Authority of India under the Food Safety and Standards Act, 2006, with a concurrent Animal Quarantine and Certification Services Sanitary Import Permit requirement and restriction to 79 designated food-import ports.
Which document codes must be uploaded in e-Sanchit for swine meat at the bill of entry?
Four AQCS and FSSAI documents are mandatory: FSSAI Import Licence (911001), Specimen Copy of Label (0110FS), Health Certificate (6360AQ), Veterinary Health Certificate (853AQ1), and Laboratory Report or Certificate of Analysis (001AQ1), per CBIC Circular 24/2022-Cus and CBIC Instruction 09/2023-Cus.

Yes. Per CBIC Instruction 30/2022-Cus and the FSSAI order dated 10 October 2022, every facility exporting meat and meat products to India must be registered with FSSAI, and imports from unregistered facilities are not permitted at the bill-of-entry stage.
