The most common error on this tariff line is assuming that a Health Certificate alone is sufficient to clear a Restricted-import consignment. The Restricted status under Schedule I of the ITC (HS) requires a standalone import authorisation independent of the health clearance; consignments arriving with a valid Health Certificate but no Restricted-import authorisation remain detained pending regularisation or are subject to re-export.
