The most common error on this tariff line is uploading only the Veterinary Quarantine Certificate and omitting either the exporting-country Veterinary Health Certificate (853AQ1) or the Laboratory Report (001AQ1). All three documents are independently mandatory under CBIC Circular 24/2022-Cus; absence of any one of them prevents out-of-charge even when AQCS has issued the NOC, exposing the consignment to detention, demurrage, and potential re-export if live animals cannot be held at the port.
