Live sheep other than pure-bred breeding animals
HSN 0104 10 90 (Live sheep, other) is subject to Animal Quarantine and Certification Services (AQCS) veterinary quarantine clearance under the Live-Stock Importation Act, 1898, as a Restricted tariff line under the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). A Veterinary Quarantine Certificate and a Veterinary Health Certificate issued by the exporting country's competent authority are mandatory at the bill of entry.
- Veterinary Quarantine Certificate from AQCS
- Veterinary Health Certificate from exporting country
- Laboratory Report from AQCS
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Obtain AQCS quarantine clearance and ensure the Veterinary Quarantine Certificate (document code 629000) is uploaded in e-Sanchit before filing the bill of entry. Customs out-of-charge will not be granted until this document is verified in e-Sanchit by the proper officer.CBIC Circular 24/2022-Cus dated 28-11-2022, Annexure A · ITC (HS) Restricted import policy, Chapter 01
- 2Upload the Veterinary Health Certificate issued by the competent authority of the exporting country (document code 853AQ1) and the Laboratory Report or Certificate of Analysis (document code 001AQ1) in e-Sanchit. Both documents are mandatory for CTIs listed in Annexure A, Sl. No. 1 and Sl. No. 2 of Circular 24/2022-Cus.CBIC Circular 24/2022-Cus dated 28-11-2022, Annexure A (Sl. No. 1 and Sl. No. 2)
The error most commonly seen on this tariff line is uploading the Veterinary Health Certificate (853AQ1) without the accompanying Laboratory Report or Certificate of Analysis (001AQ1), treating the two as alternatives rather than cumulative requirements. Both are independently mandated under Circular 24/2022-Cus, and a consignment missing either document will be detained at the port of entry pending AQCS NOC, attracting demurrage and ground rent during the pendency.
