- 1Obtain AQCS veterinary quarantine clearance before the consignment arrives at the Indian port of entry. Upload the Veterinary Quarantine Certificate (document code 629000) in e-Sanchit; customs out-of-charge will not be granted until this document is verified.CBIC Circular 24/2022-Cus dated 28-11-2022, Annexure A · ITC (HS) Restricted import policy
- 2Upload the Veterinary Health Certificate issued by the competent authority of the exporting country (document code 853AQ1) and the Laboratory Report or Certificate of Analysis (document code 001AQ1) in e-Sanchit at the bill of entry. Both documents are mandatory for CTIs listed in Annexure A (Sl. No. 1 and Sl. No. 2 respectively) of CBIC Circular 24/2022-Cus.CBIC Circular 24/2022-Cus dated 28-11-2022, Annexure A Sl. No. 1 and Sl. No. 2
The most common error on this tariff line is uploading the Veterinary Health Certificate (853AQ1) while omitting the Laboratory Report or Certificate of Analysis (001AQ1), treating them as alternatives rather than concurrent requirements. Both are independently mandatory under CBIC Circular 24/2022-Cus; a consignment with only one of the two documents present in e-Sanchit will be held by the proper officer pending upload of the missing document, attracting demurrage and ground rent for the duration of the detention.
